HUL-kaa — a soft voiced h, a bright l, a dry k, and a long aa at the end.
halkaa
The short first syllable is closed and the long second is open, so weight lands on the ending. That final aa is also the masculine marker, which is why an English-style reduction there costs you grammar as well as sound.

"Meraa saamaan halkaa hai" chains three -aa endings — meraa, saamaan's long vowels, halkaa — so the sentence is dominated by open vowels. Saamaan is masculine, which is what licenses halkaa rather than halkee.
The l darkens automatically for English speakers before the k, pulling the schwa backward with it, and the k picks up a puff. Keep the tongue tip on the ridge for a bright l and release the k silently. The h should be voiced and soft, not the airy English variety.
